Grievance Redressal System
Main Grievance Redressal Mechanisms
🏛️ 1. Local Self Government Ombudsman
OMBUDSMAN FOR LSGIs
The Ombudsman is a high-level judicial mechanism for lodging complaints against elected representatives or officials of Local Self Government Institutions (LSGIs) regarding corruption, maladministration, abuse of power, dereliction of duty, and other irregularities. The institution is headed by a person holding the rank of a High Court Judge.
⚖️ 2. Local Self Government Tribunal
LSGI TRIBUNAL
The Tribunal serves as an appellate authority against decisions and orders issued by the Panchayat Governing Body or the Secretary. Appeals may be filed in matters such as refusal of licenses, cancellation of building permits, and other administrative decisions. The Tribunal is headquartered in Thiruvananthapuram.
💻 3. Chief Minister’s Grievance Redressal Portal
CMO PORTAL
Citizens can directly bring delays in Panchayat services or other service-related grievances to the attention of the Hon’ble Chief Minister through the online portal. Complaints submitted through the portal are required to be addressed by the concerned officials within the prescribed time frame.
📱 4. K-SMART Citizen Portal
K-SMART CITIZEN PORTAL
K-SMART is the integrated online single-window platform of the Local Self Government Department. Citizens can submit service-related complaints online without visiting the Panchayat office and can track the real-time status and progress of their grievances.
🔍 5. Vigilance and Anti-Corruption Bureau
VACB
Complaints regarding bribery, large-scale financial irregularities, misappropriation of government funds, and other corruption-related activities in Panchayat offices may be reported directly to the Vigilance and Anti-Corruption Bureau (VACB) for investigation and appropriate action.
